EPD in Germany: obligations and the IBU programme.

The local framework

  • Germany imposes a direct national LCA/EPD obligation on EEE/HVAC for public buildings.
  • The ÖKOBAUDAT database (EN 15804) feeds the federal certification of public buildings (BNB);
  • DGNB certification (voluntary) requires Type III EPDs for building components, including HVAC.
  • The CSRD is in the process of being transposed (law not yet adopted as of mid-2026).

What it means for you

  • The direct trigger will mainly be the ESPR (applicable without transposition, 2027-2030) and, already today, contractual pressure via BNB (public procurement) and DGNB.
  • A manufacturer with EPDs gains the advantage on certified projects.
