Italy governs the environmental impact of construction in two complementary ways.
On one side, national law (via the Public Procurement Code) imposes minimum environmental criteria, the CAM, on all projects financed with public money.
This concerns many building materials and equipment (concrete, insulation, piping, heating/ventilation, etc.), and from 2026 this obligation will apply across the whole of Italy.
On the other side, there is an assessment system called the Protocollo ITACA, which measures the environmental performance of a building;
whether it is mandatory or merely incentive-based varies from region to region.
In short, Italy therefore combines an increasingly strict national rule for public procurement with a patchwork of regional rules that, together, push the building sector towards more sustainable practices.
